วันนี้ (25 กันยายน 2557) เวลา 09.00 น. นายอลงกรณ์ เหล่างาม ผู้ช่วยปลัดกระทรวงวิทยาศาสตร์และเทคโนโลยี เป็นประธานเปิดงาน Expert Group Meeting on Renewable Energy Resource Assessment for Countries in the Asia-Pacific Region งานจัดประชุมเชิงปฏิบัติการ โครงการความร่วมมือด้านการถ่ายทอดเทคโนโลยีด้านพลังงานทดแทน ระหว่างวันที่ 25-26 กันยายน 2557 โดยเป็นการประชุมระดับผู้เชี่ยวชาญด้านพลังงานทดแทนในระดับภูมิภาคเอเชียแปซิฟิค เพื่อระดมความคิดเห็นและแลกเปลี่ยนความรู้เรื่องพลังงานทดแทน ตลอดจนสร้างความร่วมมือในโครงการด้านพลังงานทดแทนร่วมกัน ซึ่งจัดโดย สำนักความร่วมมือระหว่างประเทศและวิเทศสัมพันธ์ กระทรวงวิทยาศาสตร์และเทคโนโลยี ร่วมกับ International Renewable Energy Agency Asian and Pacific Centre for Transfer of Technology (APCTT) และ International Renewable Energy Agency (IRENA) โดยมีภาครัฐและภาคเอกชนจากประเทศสมาชิกในภูมิภาคเอเชียและแปซิฟิคเข้าร่วมงาน ณ โรงแรมอีสทิน มักกะสัน กรุงเทพฯ

Background

Renewable Energy Resource Assessment is an important capacity to plan and implement renewable energy projects. It involves various methodologies, tools and techniques for estimating the potential for the generation of renewable energy using the available natural energy flows, in a specific location. Accurate resource assessments are crucial to the successful development of appropriate renewable energy systems that best suit the local conditions and harness maximum energy from the available natural resources specific to the location.

Countries in the Asia-Pacific region have a huge untapped potential for the application of renewable energy. Yet, these countries have very limited technical expertise available for identifying potential renewable energy resources, developing effective policy instruments for supporting renewable energy as well as identifying potential market opportunities for renewable energy technologies. Hence, it is imperative that these countries collaborate with other developing countries in the Asia-Pacific region through South-South Cooperation to benefit from cross-border transfer of skills, knowledge and technologies that can directly contribute to the growth of renewable energy generation, in a manner that leads to sustainable and inclusive development.

As a result of the negotiations pursuant to the Bali Action Plan concluded at COP 18 in 2012 at Doha under the UNFCCC mechanism, developing country Parties will take Nationally Appropriate Mitigation Actions (NAMAs) in the context of sustainable development. NAMAs refer to any action that reduces emissions in developing countries and is prepared under the umbrella of a national governmental initiative. They can be policies directed at transformational change within an economic sector, or actions across sectors for a broader national focus. NAMAs are supported and enabled by technology, financing, and capacity-building and are aimed at achieving a reduction in emissions relative to 'business as usual' emissions in 2020. Planning and performing renewable energy resource assessments to assess the potential of untapped renewable energy sources at the national level could be considered a NAMA according to the UNFCCC mechanism. Given this direct contribution to the global climate change mitigation activities, countries in the Asia-Pacific region could leverage this opportunity to take up renewable energy resource assessment as a national priority.

As a regional institution of the United Nations Economic and Social Commission for Asia and the Pacific, APCTT has strong linkages with the S&T and R&D community, technology transfer intermediaries, and SMEs in the countries of the region and can play an important role in promoting renewable energy technology transfer, capacity building, and knowledge networking. Through the establishment of Renewable Energy Cooperation-Network for the Asia Pacific (RECAP) with a membership of 15 countries including Thailand, APCTT has built a robust institutional mechanism for facilitating cross-border cooperation for promoting the adoption and use of renewable energy in the region.

The proposed EGM on Renewable Energy Resource Assessment for Countries in the Asia-Pacific Region is another concrete step by APCTT towards strengthening the existing capacities of member countries to undertake renewable energy resource assessments at the national level. It is envisaged that this EGM will provide a platform for brainstorming with international renewable energy experts as well as key stakeholders on strategies for strengthening the existing capacities of member countries for identifying and assessing the potential renewable energy resources and to initiate efforts to fully realize the social, economic and environmental benefits associated with these resources.

APCTT will be partnering with Ministry of Science and Technology, Royal Thai Government and the International Renewable Energy Agency (IRENA) for organizing this programme in Bangkok, Thailand during 25-26 September 2014. APCTT and IRENA will also bring together experts from internationally renowned renewable energy related organizations as well as representatives from RECAP member countries and other ESCAP members to participate in this EGM and to prepare a roadmap for future initiatives to be undertaken for strengthening member country capacities to plan and undertake renewable energy resource assessments.

IRENA: The International Renewable Energy Agency (IRENA) is an inter-governmental organization, mandated by Member States around the world to promote the widespread and increased adoption, and sustainable use of all forms of renewable energy. This concerns all forms of energy produced from renewable sources in a sustainable manner, which include bioenergy, geothermal energy, hydropower, ocean, solar, and wind energy. The Agency facilitates and catalyses sharing of best practices and lessons learned regarding policy frameworks, capacity-building, available finance mechanisms and relevant technologies on renewable energy.
