MOU Signing Between Mon State Government and MOSB Ltd

MAWLAMYINE, Myanmar--26 Feb--Bernama-AsiaNet/InfoQuest In line with current national policy and plans to uplift the state economy, the Mon Government is extremely pleased to sign a Memorandum of Understanding (MOU) with Myanmar Offshore Supply Base (MOSB) Ltd. to construct, manage and operate the new port facility located in Mawlamyine with immediate effect. Mawlamyine, once known as Moulmein, is located some 300km southeast of Yangon. This major coastal trading centre about 45 km from the Gulf of Mottama is the second largest seaport in Myanmar and has air, sea, rail, road and communication connections. It is now poised to play a bigger role and become more economically important in view of this development. Sprawling over an area of 193 acres onshore with some 46 acres of river front land, the fully integrated marine supply base is created to serve the national oil and gas industry which is growing at an incremental pace. The dedicated port will provide a wide range of services to the operators now actively engaged in the waters off Myanmar. It is targeted to provide a total logistics solution for oil and gas customers including exploration, development and floating, production and offloading (FPSO) servicing of facilities in the region. This innovative government-private partnership is a Built-Operate-Transfer (BOT) project between MOSB Ltd. and the Mon State government. It is designed and strategised to ensure that plant, equipment and materials from a supporting network of both national and international suppliers meet the expectations and requirements of offshore production assets or drilling rigs. The MOSB Ltd. management will put in place industry leading operating and safety processes to ensure that all oilfield logistics and related services are delivered safely, on time and in good condition to each intended FPSO rig or platform. The ultimate aim is to enhance the business growth and overall economic development in the Union of Myanmar. Built in stages, the offshore supply base caters to confirmed oil and gas operators brought in by the Myanmar Oil and Gas Enterprise (MOGE). In tandem with the federal administrative move under the aegis of the Ministry of Energy, the Mon state government is fully supportive of encouraging direct foreign investments to improve the local economic life of Mawlamyine and contribute to the national economy in Myanmar. The multiplier effect of this major investment by MOSB Ltd. is highly anticipated to spur many related economic activities besides accelerating physical infrastructural growth and developing public and social services not merely in Mon state itself but nationwide as well. According to MOSB Ltd. Executive Chairman Leonard Oh, the home-grown company fully appreciates the collaboration with both the federal and Mon state government to build the Offshore Supply Base in Mawlamyine. It is hailed as the largest project of its kind for the oil and gas industry in the whole of Myanmar during the first quarter of the 21st century. He said, "We see it as a long-term synergy with the Union of Myanmar government to propel the national economy and support and expand the local infrastructure as well. As such, we embrace the synergy with high spirit and look forward to creating opportunities for increased employment in Mon state and throughout the rest of the nation.
