The cabinet met on February 7, 2023. Some of the resolutions are as follows:

Title: Draft Royal Decree on revocation of second ordinary session of the National Assembly, B.E. ?

The Cabinet approved in principle the Draft Royal Decree on revocation of the second legislative ordinary session of the National Assembly, B.E. ?, as proposed by the Cabinet Secretariat.

According to Section 121 of the Constitution of the Kingdom of Thailand, each year there shall be two ordinary sessions of the National Assembly, each of which shall last 120 days. The day on which the first sitting is held shall be considered the commencement date of the first annual ordinary session, and the commencement date of the second annual ordinary session shall be fixed by the House of Representatives.

In light of the above, the convocation and prorogation dates of the National Assembly are set as follows:

It is, therefore, appropriate for the second annual ordinary session of the National Assembly to be revoked from February 28, 2023 (B.E. 2566) onward.

Title: Draft Ministerial Regulation on customs house and border crossing point (No. ?) B.E. ? (Su-ngai Kolok Customs House and Map Ta Phut Customs Office)

The cabinet approved in principle the draft Ministerial Regulation on customs house and border crossing point (No. ?) B.E. ? (Su-ngai Kolok Customs House and Map Ta Phut Customs Office), as proposed by Ministry of Finance.

Gist

The draft Ministerial Regulation on customs house and border crossing point (No. ?) B.E. ? (Su-ngai Kolok Customs House and Map Ta Phut Customs Office) prescribes revision to the Ministerial Regulation on customs house and border crossing point, B.E. 2560 as follows:

(No. 14) Abolish Buketa Custom House, and merge it with Su-ngai Kolok Customs House. Buketa border crossing point in Lohjude sub-district, Weang district, Narathiwat province shall be under the authority of Su-ngai Kolok Customs House.

(No. 24) Revise the clause ?Map Ta Phut Customs House? to ?Map Ta Phut Customs Office?.

The revision is made with an aim to facilitate customs activities in the Eastern Economic Corridor (EEC) and the expansion of Southern Economic Corridor.

Title: Request for Government?s contingency fund for emergency for repair/renovation of flood-damaged irrigation structures

The cabinet approved the budget under Government?s contingency fund for emergency (FY2023) for the total amount of 3,092.72 million Baht to be allocated to the Royal Irrigation Department, Ministry of Agriculture and Cooperatives for repair/renovation of 1,167 irrigation structures in 48 provinces in the North, Northeast, Central, and the East, that have been damaged by flood disaster in 2022. The aim is to restore those structures back to their former or even improved condition.

Repair/renovation of irrigation structures in the 4 regions has been planned as follows: 1) renovation of irrigational work- 11 projects with the budget of 191.76 million Baht; 2) reservoir repair- 39 projects with the budget of 152.98 million Baht; 3) repair of weirs/regulators- 31 projects with the budget of 64.21 million Baht; 4) canal/distribution system repair- 523 projects with the budget of 1,079.34 million Baht; and 5) repair of drainage system- 563 projects with the budget of 1,604.43 million Baht.

Title: Draft Letter in support of AIIB?s operation

The cabinet approved the draft letter in support of Asian Infrastructure Investment Bank (AIIB)?s operation. Should there be an amendment of the draft letter in parts that are not gist nor against national interest, Ministry of Finance may proceed as it sees appropriate. Minister of Finance or a representative is authorized to sign the draft letter. This is as proposed by Ministry of Finance.

Gist

The letter in support of Asian Infrastructure Investment Bank (AIIB)?s operation is drafted according to Article 44 of the AIIB Articles of Agreement which stipulates that: ?To enable the Bank to fulfill its purpose and carry out the functions entrusted to it, the status, immunities, privileges and exemptions set forth in this Chapter shall be accorded to the Bank in the territory of each member. Each member shall promptly take such action as is necessary to make effective in its own territory the provisions set forth in this Chapter and shall inform the Bank of the action which it has taken.? The draft letter will be sent to AIIB after the signing.

Title: Report on aviation negotiation between Thailand and Belgium

The cabinet approved the following proposals made by Ministry of Transport:

Acknowledged an MOU between air navigation officers of the Kingdom of Thailand and air navigation officers of the Kingdom of Belgium

Approved the MOU between Government of the Kingdom of Thailand and Government of the Kingdom of Belgium on Aviation Services. Should there be an amendment of the draft letter in parts that are not gist nor against national interest, Ministry of Transport may proceed without having to resubmit to the cabinet for approval.

Approved for Minister of Transport or a representative to sign the document in 2., and for Ministry of Foreign Affairs to issue the Full Powers and send a written statement via diplomatic channel to Belgium as part of the protocol for the MOU to take into effect.

Title: Draft Joint Press Statement on official visit to Thailand by Prime Minister of Malaysia

The cabinet approved the draft Joint Press Statement on official visit to Thailand by Prime Minister of Malaysia. Should there be an amendment of the draft letter in parts that are not gist nor against national interest, Ministry of Foreign Affairs may proceed without having to resubmit to the cabinet for approval.The Prime Minister is authorized to adopt the joint statement during the meeting with Prime Minister of Malaysia on February 9, 2023. This is as proposed by Ministry of Foreign Affairs.

Gist

The draft Joint Press Statement on official visit to Thailand by Prime Minister of Malaysia demonstrates commitment of Prime Ministers of the two countries to promote comprehensive relations and cooperation for post-COVID-19 socio-economic recovery in several areas, such as; 1) seamless connectivity in all dimensions, 2) economic cooperation, 3) development of border area, 4) security cooperation, 5) socio-cultural cooperation, and 6) regional and international cooperation.
