JOINT STATEMENT ON STRENGTHENING MEDIA EXCHANGES AND COOPERATION BETWEEN ASEAN AND CHINA

We, the Heads of State/Government of the Member States of the Association of Southeast Asian Nations (ASEAN) and the People’s Republic of China, gathered on 3 November 2019 in Bangkok, Kingdom of Thailand at the 22nd ASEAN-China Summit;

Reaffirming that ASEAN-China relations are among the most substantial of ASEAN’s Dialogue Partnerships, with both sides committed to fostering friendly relations, good neighborliness and mutually beneficial cooperation;

Recalling that ASEAN and China welcomed the designation of the year 2019 as the ASEAN-China Year of Media Exchanges as declared at the 21st ASEAN-China Summit held on 14 November 2018;

Reaffirming that enhancing exchanges, cooperation and joint development in the media sector is of great significance to further strengthening mutual understanding and the long-standing friendship between the peoples of ASEAN and China as well as furthering ASEAN-China relations.

Guided by our commitment to peace and cooperation, openness and inclusiveness, mutual learning and mutual benefit, and the principle of achieving shared growth through discussion and collaboration, hereby agree to:

I. Encourage greater communication between the governments of ASEAN and China on media policies and issues;

II. Strengthen cooperation on news coverage and materials, uphold reliable and objective news reporting, and encourage information dissemination in promoting mutual understanding and coordinated economic and social development to foster stronger synergy between ASEAN and China;

III. Elevate media content cooperation, encourage media from China and ASEAN countries to collaborate in the co-production of films, TV series, documentaries, and new media;

IV. Encourage collaboration to create mutual benefits on the broadcasting of ASEAN and China’s high-quality films and TV programs on their respective platforms;

V. Encourage media companies to participate in the film and TV festivals hosted in China and ASEAN countries;

VI. Intensify media industry cooperation in media technology research and development (R&D) and equipment production. Conduct industry cooperation in digitalization, analytics, and network connectivity;

VII. Encourage media education and training through exchanges and workshops for media professionals from both China and ASEAN countries; and,

VIII. Take feasible and effective measures to enhance media cooperation and exchanges to make new contributions to ASEAN-China strategic partnership.
