Ratchaburi Holding joins 25% stake in Nam Ngum 3 Power Co., Ltd Moving Ahead Development of Nam Ngum 3 Project to Complete in 2017

Bangkok--11 Nov--Ratchaburi Electricity Generating Holding Ratchaburi Electricity Generating Holding PCL. (“Ratchaburi Holding”) has joined equity investment in Nam Ngum 3 Power Company Limited, a developer of Baht 30,000 million Hydroelectric Nam Ngum 3 Power Plant project in Lao PDR. The project is scheduled to operate commercially in 2017. Mr. Noppol Milinthanggoon, President of Ratchaburi Electricity Generating Holding PCL said that the Nam Ngum 3 project has been made progress continuously. On October 28, Nam Ngum 3 Power Company Limited was established with an aim to operate and develop the project. The newly established company is co-invested by 4 parties namely Ratchaburi Holding with 25% stake, GMS Lao Company Limited with 27% stake, Marubeni Corporation with 25% stake and Lao Holding State Enterprise with 23% stake. All parties will join forces to develop the Baht 30,000 million Nam Ngum 3 power plant and complete it in 2017 as planned. Nam Ngum 3 Power Company Limited, located at Vientiane Capital, Lao People’s Democratic Republic, has an initial registered capital of USD 300,000 million. Its main objective is to operate the 440 megawatt Nam Ngum 3 Hydroelectric power project with a schedule of commercial operation in 2017. The electricity generated from the power plant will be distributed to Electricity Generating Authority of Thailand (EGAT) which will help not only to strengthen the country’s power reliability system, but also to reduce fossil energy used in power generation in future. On March 11, 2010, Ratchaburi Holding together with 3 partners entered to the tariff MOU on Nam Ngum 3 Hydroelectric Power Plant with EGAT. At present, the project is under the EPC contractor's selection procedure and expect to finalize negotiation on power purchasing with EGAT within 2011. Currently, the Company has a total installed capacity of 4,347 MW derived from 4 commercially operating projects. The commercially operating projects located in Ratchaburi province are the 3,645-MW Ratchaburi Power Plant (99.99% stake), the 700-MW Tri Energy Power Plant (50% stake) and the 1400-MW Ratchaburi Power Power Plant (25% stake) whereas the existing 2.725-MW Pradu Thao Power Plant exclusive of its 0.975-MW expansion part are located in Sukhothai province. In addition, the ongoing and developing IPP projects in the Lao PDR with a total installed capacity of 1,112.75 MW, are the 615-MW Nam Ngum2 Hydroelectric Power Plant (25% stake), the 1,878-MW Hongsa Thermal Power Plant (40% stake), the 440-MW Nam Ngum3 Hydroelectric Power Plant (25% stake) and the 390-MW Xe Pian Xe Nam Noy Hydroelectric Power Plant (25% stake). SPP and Renewable Energy projects consist of the 60-MW Khoa Kor Wind Energy in Phetchabun (51% stake) and the 3-MW Sai Sena Solar Power Project in Ayutthaya (60% stake).
