The Pollution Control Department (PCD) and German International Cooperation (GIZ) are pleased to announce the launch of the “Sustainable Consumption and Production for Low Carbon Economy - Low Emissions Public Procurement and Eco-Labeling (SCP4LCE) project to expand existing eco-labels in Thailand and in ASEAN members countries to cover climate protection criteria and to strengthen Green Public Procurement in Thailand.
Financed by the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU), the project will run until June 2015. It is executed by GIZ and key partners including the Pollution Control Department (PCD), the Thailand Environment Institute (TEI), The Federal of Thai Industries (FTI) and the Thailand Greenhouse Gas Management Organization (TGO).
Ms. Araya Nuntapotidech, Deputy Director General of the Pollution Control Department (PCD), Ministry of Natural Resources and Environment said “The SCP4LCE project is in line with Thailand’s commitment to green public procurement (GPP). Public procurement covers about 20% of consumption in Thailand so the project is focusing on a very powerful driver for sustainable consumption. Moreover, as these labels are also used by the private sector, climate-friendly consumption and production patterns in Thailand and other ASEAN countries will be promoted as a whole. The project will also support the evaluation of the previous GPP strategy (2008-2011) and the implementation of the current GPP strategy (2012-2016).”
Mr. Thomas Lehmann, Project Director, German International Cooperation (GIZ) said “Climate-friendly public procurement and the integration of climate relevant criteria with existing eco-labels are two key elements for establishing a low-carbon economy. GIZ will work closely with its partners to incorporate climate relevant criteria with existing eco-labels in Thailand and selected ASEAN countries. The project will also develop and strengthen climate-friendly green public procurement by developing appropriate tools to foster climate friendly GPP and undertake a baseline study on impact assessment regarding CO2 emission reduction. Another focus is on the dissemination of the Thai GPP strategies with adaptation to climate aspects of selected ASEAN countries. It is expected that policy plans for climate related eco-labels will be available in Thailand and other selected ASEAN countries.”
