URGENTLY REQUIRED
1. “Road Safety Initiative Coordinator”
a. Organizational location
• To be based in Chief Executive Office (or other high-level office with broad authority as appropriate)
b. Qualifications
• At least 7 years experience in project management with significant responsibility
• Academic qualifications – at least Master’s level
• Government experience preferred
• Familiarity with urban transportation/infrastructure or law enforcement/road policing
• Familiarity with social marketing campaigns
• Familiarity with interpretingquantitative data analysis
• English language proficiency required
c. Tasks and Responsibilities
• Work with city agencies and Initiative partners to develop detailed work plans with clear milestones for city’s road safety initiative
• Monitor and support progress toward work plan milestones
• Serve as focal point for city’s interaction with Union North America and relevant initiative partners
• Communicate regularly and report on initiative progress to senior city government officials, Union North America and relevant initiative partners
o Submit written reports monthly
• Troubleshoot barriers to progress and identify opportunities to rapid achievement of success
• Organize meetings of city road safety task force monthly or every other month; compile and share reports on meeting proceedings; manage tasks and accountability process for activities directed by task force
• Serve as communications hub between initiative partners and city government
• Manage reporting and review of monitoring data to task force and other stakeholders
• Serve as coordinator of media and social marketing campaigns (in collaboration with city agencies, as needed)
2. “Road Safety Coordinator for Road Design and Transportation”
a. Organizational location
• To be based in Transportation Department or in other city government office with authority over transportation, road works, and/or urban design policy and projects.
b. Qualifications
• At least 5 years experience in urban transport policy, engineering, planning, road design, traffic designor related sector
• Academic qualifications – Masters degree or equivalent
• Local Government experience and familiarity with budgetary process preferred
• Quantitative data analysis skills preferred
• Understanding of traffic safety in cities, particularly for pedestrians and vulnerable users, and knowledge of mass transport systems.
• English language proficiency required
c. Tasks and Responsibilities
• Coordinate city’s work in designing safer streets and safer mobility systems across relevant agencies (e.g., urban planning, road works, higher-level lead safety agency)
• Develop detailed work plans with clear milestones for mobility or safer streets-related components of the city’s overall road safety initiative
• Monitor and support progress toward work plan milestones
• Serve as liaison for city’s interaction with Initiative partner organizations providing transportation expertise (EMBARQ, World Bank GRSF, NACTO)
• Participate in the traffic safety training provided by Initiative partners
• Communicate regularly with initiative coordinator in chief executive’s office
• Report regularly on initiative progress to city senior transportation officials and to UNA and relevant initiative partners
o Submit written reports on implementation status and progress report on a quarterly basis
• Troubleshoot barriers to progress and identify opportunities for rapid success.
3. “Road Safety Coordinator for Road Policing”
a. Organizational location
• To be based in Traffic Police Department or in other government office with authority over traffic-related law road policing activities
b. Qualifications
• At least 7 years experience in road traffic law enforcement policy, traffic policing, or related enforcement agencies
• Government experience preferred
• Academic qualifications – minimum requirements to become a police person; additional high level professional development qualifications as required to progress in the policing system.
• English language proficiency desirable but not required
c. Tasks and Responsibilities
• Coordinate city’s work to enhance road police’s enforcement of laws to reduce unsafe and illegal road user behaviors, particularly:
o Speeding;
o Helmet-wearing;
o Drinking and driving
o Using seat belts and child restraints
• Develop detailed work plans, in collaboration with Initiative partners, with clear milestones and relevant targets for police-related components of the city’s overall road safety initiative
• Support the development and delivery of evidence based/data driven enforcement activities.
• Monitor and support progress toward work plan milestones
• Serve as focal point for city’s interaction with Initiative partner organization providing technical assistance to road police (Global Road Safety Partnership)
• Communicate regularly with initiative coordinator in chief executive’s office
• Report regularly on initiative progress to city senior road policing officials and to UNA and Initiative partner
o Submit written reports monthly
• Troubleshoot barriers to progress and identify opportunities for rapid success.
