Thailand and Germany Jointly Implement Thai Climate Change Policy into Subnational Level

Bangkok--27 Apr--GIZ A closing event on the Implementation of Thai Climate Change Policy into Subnational Level from the "Support to the Development and Implementation of the Thai Climate Change Policy (CCA) Project" was held on Wednesday, 26 April 2017 by the Office of Natural Resources and Environmental Policy and Planning (ONEP), Ministry of Natural Resources and Environment (MNRE), in cooperation with Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, at Watergate Ballroom, Amari Watergate Hotel Bangkok. The event aimed to present key project achievements in the implementation of the Thai climate change policy at the subnational level and to serve as a forum for exchanging experiences on climate change policy implementation in pilot areas in each region. A second objective was to draw lessons learned that can be used as a guideline for replicating/scaling up implementation to other areas. Presided over by Dr. Raweewan Bhuridej, Secretary General of ONEP and H.E. Mr. Peter Prügel, the Ambassador of the Federal Republic of Germany, the event was attended by approximately 300 representatives from the public sector at both the national and subnational levels as well as from the private sector, civil societies, educational institutions, non-governmental organisations, international cooperation agencies and mass media. The CCA project was a collaboration between the Thai Ministry of Natural Resources and Environment through ONEP and the German Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB) through GIZ. The project had a duration of 4 years from 2014 to 2017, with the objective of supporting the development and implementation of climate change policy at the regional and subnational levels. The aim was to elaborate the Thailand Climate Change Master Plan 2015-2050 and develop climate change action plans significantly consistent with the context and development directions of each region. Pilot regions comprising 17 provinces and 32 municipalities in all regions of the country were selected for project implementation. They participated in the training courses on the development of climate change action plans in line with the context and development of each region. Climate change-related issues were also integrated into the planning process at the provincial level. During the training courses, historical and current climate data, including forecast data and future climate variability, were analysed for potential impacts and risks from climate change. This assisted in setting clear goals during the planning process. Moreover, the project offered training courses on analysing and identifying measures to systematically develop and implement project plans consistent with the set goals. A manual for developing climate change action plans at the subnational level has also been developed, drawing on the lessons learned from ongoing implementation. The project plans to scale up implementation to the other 60 provinces. Event activities in the morning included a presentation on the Thai climate change policy and its implementation as well as key project achievements. These morning sessions concluded with a discussion on the "Subnational Implementation of Climate Change Policy", led by representatives from Regional Environmental Office 4, Provincial Office for Natural Resources and Environment Phetchaburi, Provincial Office for Natural Resources and Environment Sukhothai, Sisaket Town Municipality and Hat Yai City Municipality. In the afternoon, a discussion on "Driving Forward Climate Change Implementation with Success in the Next Phase" was held. Participants included representatives from the Department of Tourism, the Office of the Permanent Secretary, the Office of Natural Resources and Environmental Policy and Planning, and the Office of Agricultural Economics. This was followed by the distribution of certificates to participating organisations and staff. An exhibition on climate change action plans for 2015-2050 prepared by the various participating pilot regions was held as part of the workshop.
