Ms. Liang Lu, Special Representative of Trade development Division of Commerce Department of Zhejiang, gives some background about Zhejiang that Zhejiang is an eastern coastal province of China. Its capital and largest city is Hangzhou. Zhejiang is one of the richest and most developed provinces in China, a home to e-commerce giant Alibaba (BABA.N). According to the state news agency Xinhua, Zhejiang has pledged more than $17 billion to drive the tech industry and innovation in the coming five years. Xinhua reported that Zhejiang's provincial, municipal and county-level governments would spend 120 billion yuan ($17.5 billion) in the next five years to "boost up high-tech and internet companies as well as medical research and development". As part of the plan, the province introduced 50 measures to boost the tech sector including increasing the ratio of R&D spending in provincial GDP, cultivating leading innovators and increasing patent numbers. Smart City is also parts of the plan. One of Hangzhou's Smart City Projects includes the "City Brain Project" in 2016. Government officials partnered with tech companies Alibaba and Foxconn to inaugurate the City Brain project, to transform Hangzhou into a city that monitors and responds to its own problems immediately and efficiently. Ms. Liang comments on the promising cooperation between Thailand and China that Thailand is one of the highlighted countries in the Belt and Road Initiative (BRI) which is a global development strategy adopted by the Chinese government involving infrastructure development and investments in 152 countries and international organizations in Asia, Europe, Africa, the Middle East, and the Americas. In December 2017, China and Thailand began the construction of a high-speed railway that links the cities of Bangkok and Nakhon Ratchasima, which will be extended to Nong Khai to connect with Laos, as part of the planned Kunming–Singapore railway.
