DCAP READY TO CONSTRUCT THE POWER AND CHILLER PLANT FOR SUVARNABHUMI AIRPORT WITH A PLAN TO BE COMMERCIALIZED BY 2005

Today (February 3, 2004) at the Head Office of PTT Public Company Limited (PTT), Mr. Prommin Lertsuridej, Minister of Energy, chaired the Contract Signing Ceremony for the construction of Power and Chiller Plant at Suvarnabhumi International Airport between District Cooling System and Power Plant Company (DCAP) and Shinryo-Thai Shirnyo Consortium and between DCAP and The Consortium of Kawasaki Heavy Industries Ltd. And Sumitomo Corporation. Mr. Cherdpong Siriwit, Permanent Secretary for Energy Ministry, Mr. Sitthiporn Ratanopas, the Governor of The Electricity Generating Authority of Thailand (EGAT), Mr. Prasert Bunsumpun, President of PTT, and executives from The Metropolitan Electricity Authority (MEA) were witnesses to the signing ceremony.
Mr. Chitrapongse Kwangsukstith, DCAP Chairman of the Board of Directors, revealed that under the first contract between DCAP and Shinryo - Thai Shinryo Consortium, the contractors will construct the power plant worth Bt1.268 billion. The second contract between DCAP and The Consortium of Kawasaki Heavy Industries Ltd. and Sumitomo Corporation, the contractors will construct the Chiller Plant System worth Bt588 million. Following the ceremony, the construction of both plants will begin and be completed to supply electricity and chilled water for commercial operation by 2005 to meet the demand of the new international airport as scheduled.
The facility of DCAP, the biggest district cooling plant in Thailand, will supply both electricity and chilled water to Suvarnabhumi International Airport under New Bangkok International Airport Company Limited, which is able to accommodate 45 million passengers a year in the first phase and 100 million passengers per year in the future. Also at the initial stage, the airport is expected to handle three million tons of cargo per year before reaching 6.4 million tons per year in the future. The District Cooling System and Power Plant (DCSPP) or the Co-Generation Plant system can significantly help save energy compared to other systems. Under the Co-Generation system, the excess heat can be recycled and used for the Steam Absorption Chiller System to produce 12,500 refrigerant tons of required chilled water to provide top quality air conditioning in the Airport.
Therefore, for 25- year period, the whole project can help save up to Bt800 million. In addition, the electricity generating system of DCSPP can be linked with the MEA's system for electricity back up which brings about energy security around the clock for the airport. With respect to the Chiller Plant, it can run and produce chilled water continuously without disruption even when the power plant does not operate because natural gas can be used as a direct fuel for Steam Absorption Chiller. In addition, DCSPP is run by three experienced corporations in the energy field in the country i.e. PTT, EGAT, and MEA, reliable and efficient service is ensured.
Mr. Chitrapongse said the Project is beneficial for Thailand and has been given support from the government as the project help reduce the cost and render energy security to the Airport as well as other businesses and commercial buildings in the Airport. Besides, it helps save an investment of back up energy procurement. Particularly, DCSPP is the technology which can maximize the use of energy or natural gas up to 60% and help reduce pollution as the chilled water is used in replace of refrigerant chemical and will thus result in a significant reduction of the air pollution.
DCAP is a state enterprise established on April 2, 2003. With the initial registered capital of Bt100 million, DCAP is formed by three strategic partners: The Electricity Generating Authority of Thailand (35%), PTT Public Company Limited (35%), and The Metropolitan Electricity Authority (30%). DCAP's customers consist of the New Bangkok International Airport and Thai Airways International Public Company Limited (TG) which will be supplied only chilled water. End.
