Standard & Poor's Ratings Services reinstated and assigned its 'A+' long-term rating, a stable outlook, to Scotts Valley Water District Public Facilities Corp., Calif.'s series 2002-1 certificates of participation, secured by net water district revenues.
The series was originally rated 'BBB+', with a stable outlook, on Sept. 11, 2002, and on May 19, 2003, we revised the outlook to positive. Subsequently, on Sept. 17, 2004, the rating on this series was inadvertently dropped. On Feb. 23, 2009, Standard & Poor's raised the rating on the parity water revenue debt to 'A+' from 'BBB+', with a stable outlook. The outlook had been revised back to stable on Dec. 14, 2005.
