Ratchaburi Electricity Generating Holding PCL. (Ratchaburi Holding) today reports to the Stock Exchange of Thailand (SET) that Hongsa Power Company Limited (“HPC”), a joint venture with 40% held by Ratchaburi Holding aiming to develop and operate Hongsa Thermal Power Plant project, signs Power Purchase Agreement (PPA) with Electricity Generating Authority of Thailand (EGAT). The project is expected to operate in 2015 with a 25-year PPA started from the beginning of its commercial operation date.
Mr. Noppol Milinthanggoon, the President of Ratchaburi Electricity Generating Holding PCL. mentions Hongsa Power Plant project is one of the Company’s IPP portfolios, which is a joint venture with Banpu Group and Lao Holding State Enterprise (LHSE). Under the PPA signing today, the electricity generated from Hongsa Power Plant project will be sold to EGAT throughout the 25-year agreement. This reflects the reliable income and the growth of total installed capacity of the Company, which will increase by another 715 megawatts from the proportion capacity. Moreover, Hongsa Thermal Power Plant project will be a significant electricity source in strengthening the power system for Thailand and Lao PDR by supplying the power generation to industrial and household sectors.
Located in Hongsa, Xayaburi district in Lao PDR, Hongsa Coal-fired Thermal Power Plant project is a joint venture project, comprising 40% from Ratchaburi Holding, 40% from Banpu Power Co., Ltd. and 20% from Lao Holding State Enterprise. The power generation uses lignite as a primary fuel. With total installed capacity of 1,878 MWs, the power plant consists of three 626-MW units. It is expected to start the commercial operation date (COD) in 2015 and EGAT will be the power purchaser according to the 25-year PPA which takes effect since the signing date on April 2, 2010.

Established in March 2000, Ratchaburi Electricity Generating Holding PCL is a leading independent power producer in Thailand with 4,347 MW total effective installed capacity. They derive from a 3,645-MW Ratchaburi’s Power Plant (99.99% stakeholding), a 350-MW Tri Energy’s Power Plant (50% stakeholding), a 350-MW Ratchaburi Power’s Power Plant (25% stake holding), and a 1.75-MW power generating from associated gas, Pratu Thao Power Plant in Sukhothai province, which the Company currently invests in the expansion of 0.875 MW-Pratu Thao Power Plant. Furthermore, There is 4 projects under development in Lao PDR with total capacity 1,108 MW according to equity holding, which consists of a 153.75-MW Nam Ngum 2 Hydroelectric Power Plant (25% stake), a 751-MW Hongsa Termal Power Plant (40% stake), a 110-MW Nam Ngum 3 Hydroelectric Power Plant (25% stake) and a 98-MW Xe-Pian Xe-Namnoy Hydroelectric Power Plant (25% stake). For renewable energy development, the Company invests in Wind Power Project in Phetchabun with capacity proportion of 18 MW (30% stake). The Company aims to achieve the total installed capacity of 5,479 MWs from its investment and developing projects.
