General Situation at 04:00 AM local Time The strong southwest monsoon prevails over the Andaman Sea, Thailand and the Gulf of Thailand, and a low pressure cell covers upper Vietnam coastline. These cause torrential rain and isolated heavy rain likely in various areas of the Northeast, East and South of the country. People in the risky areas along foothills near waterway and in lowlands should beware of flooding conditions during this period. This condition alerts for provinces of Nong Khai, Nakhon Phanom, Sakon Nakhon, Mukdahan, Kalasin, Roi Et, Amnat Charoen, Ubon Ratchatani, Chanthaburi, Trat, Chumphon, Surat Thani, Ranong and Phangnga.

Besides, strong wind-waves are likely in the Andaman Sea and the Gulf of Thailand. All ships should proceed with caution, and small boats in the Andaman Sea and the upper Gulf keep ashore during 17-20 July 2009.
