มาตรฐานสินค้าที่เป็นมิตรกับสิ่งแวดล้อมในเยอรมนี

ความรับผิดชอบต่อทรัพยากรธรรมชาติ สิ่งแวดล้อมและความปลอดภัยของมนุษย์เป็นหนึ่งในนโยบายสำคัญของเยอรมนี ภายใต้อนุสัญญาของสหประชาชาติ เรื่อง การเปลี่ยนแปลงสภาพภูมิอากาศ เยอรมนีได้มีการใช้ตราสัญลักษณ์ Blue Angel ครั้งแรกในปี 1978 (พ.ศ. 2521) เพื่อการรับรองว่า สินค้าเป็นมิตรกับสิ่งแวดล้อม มีผลกระทบต่อสิ่งแวดล้อมน้อยกว่าเมื่อเทียบกับสินค้าชนิดเดียวกัน เป็นผลิตภัณฑ์ที่มีส่วนช่วยลดปัญหามลภาวะทางอากาศ ทางน้ำปัญหามลภาวะด้านดิน ปัญหาขยะมูลฝอยและช่วยประหยัดพลังงาน ยกเว้นสินค้าประเภทอาหารและยา โดยระบุความเป็นมิตรกับสิ่งแวดล้อม

• น้อยที่สุด 1 ประเภทและสูงสุดไม่เกิน 2 ประเภท เช่น ประหยัด พลังงาน มีเสียงรบกวนน้อย
• คำแนะนำ จุดประสงค์ของการปกป้อง เช่น ปกป้องอากาศ

ปัจจุบันมีผู้ประกอบการ 1,052 รายใช้ฉลาก Blue angel กับผลิตภัณฑ์ 90 หมวด โดยจำแนกเป็นสินค้า 11,500 ชนิดจาก 925 ยี่ห้อ สินค้าที่มีสิทธิ์ใช้ตรารับรองจะเป็นสินค้าอุปโภค บริโภคทั่วไปที่ใช้ประจำวันและการให้บริการ ยกเว้น ยา สำหรับสินค้าอาหาร หน่วนงานของสหภาพยุโรปกำลังศึกษาวิจัยและจะมีการรายงานในช่วงปลายปี 2554 นี้

หน่วยงานหลักของเยอรมนีที่เกี่ยวข้อง ประกอบด้วย

1) กระทรวงสิ่งแวดล้อม อนุรักษ์ธรรมชาติและความปลอดภัยทางนิวเคลียร์ เป็นเจ้าของตราสัญลักษณ์ blue angel

2) สำนักงานสิ่งแวดล้อม เป็นหน่วยงานของกระทรวง สิ่งแวดล้อม มีหน้าที่จัดทำกฏเกณฑ์ ข้อกำหนดสำหรับสินค้าแต่ละประเภทที่ต้องการขอรับตรารับรอง โดยข้อกำหนดของผลิตภัณฑ์ที่กำหนดขึ้นจะแตกต่างกันไปตามประเภทของผลิตภัณฑ์และความเสียหายของสิ่งแวดล้อมในแง่มุมต่างๆ ที่เกิดจากผลิตภัณฑ์นั้นๆ โดยจะใช้หลักเกณฑ์ คำนึงถึงการจัดการทรัพยากรอย่างมีประสิทธิภาพสูงสุดทั้งที่สามารถนำกลับมาใช้ได้ใหม่ (renewable resources) และที่ไม่สามารถนำกลับมาใช้ได้ไหม่ (nonrenewable resources) การลดภาวะมลพิษทางสิ่งแวดล้อมที่เป็นปัญหาที่สำคัญของประเทศ ส่งเสริมให้มีการผลิต การขนส่ง การบริโภคและการกำจัดทิ้งหลังใช้แล้วอย่างมีประสิทธิภาพ การนำขยะมูลฝอยทั่วไปและขยะอันตรายกลับมาใช้ใหม่ (reuse) หรือ แปรใช้ใหม่ (recycle)

3) คณะกรรมการประเมินและตรวจสอบสินค้า ประกอบด้วยตัวแทน 15 ท่านจากสมาคมศาสนา ผู้บริโภค สมาคมการค้า อุตสาหกรรม ตัวแทนจากส่วนราชการ ผู้เชี่ยวชาญทางเทคนิค วิทยาศาสตร์ เป็นต้น ร่วมกันพิจารณาสินค้าที่ต้องการใช้ตรารับรอง

4) บริษัท RAL gGmbH เป็นผู้ออกหนังสือรับรองสินค้าที่ผ่านการประเมินและตรวจสอบโดยคณะกรรมการตามข้อ 3) แล้ว

การยื่นขอสิทธิ์ใช้ตรา blue angel สำหรับสินค้าที่มีคุณสมบัติตรงตามข้อกำหนดของสินค้านั้นๆ จะมีค่าธรรมเนียม 250 ยูโรสำหรับสินค้าชนิดแรก สินค้าต่อๆ ไปมีค่าธรรมเนียมชนิดละ 150 ยูโร นอกจากนี้จะมีค่าธรรมเนียมรายปีมีอัตรามากน้อยเพียงใดจะขึ้นอยู่กับรายได้ของผู้ใช้สิทธิ์ ดังนี้

คุณสมบัติสำคัญๆ ของผลิตภัณฑ์ที่เป็นมิตรกับสิ่งแวดล้อม ได้แก่

1) ใช้วัสดุที่มีผลกระทบต่อสิ่งแวดล้อมน้อย เช่น วัสดุที่ไม่มีพิษ วัสดุหมุนเวียนทดแทนได้วัสดุรีไซเคิล วัสดุที่ใช้พลังงานต่ำในการจัดหามา เป็นต้น

2) ใช้วัสดุน้อย เช่น น้ำหนักเบา ขนาดเล็ก มีจำนวนประเภทของวัสดุน้อยมีการเสริมความแข็งแรงเพื่อให้ลดขนาดลงได้ เป็นต้น

3) มีการใช้เทคโนโลยีที่มีประสิทธิภาพสูงสุด ใช้ทรัพยากรและพลังงานอย่างมีประสิทธิภาพในการผลิต ใช้พลังงานที่สะอาด ลดการเกิดของเสียจากกระบวนการผลิตและลดขั้นตอนของกระบวนการผลิต

4) มีระบบขนส่งและจัดจำหน่ายที่มีประสิทธิภาพสูงสุด เช่น ลดการใช้บรรจุภัณฑ์ที่ฟุ่มเฟือย มีรูปแบบการขนส่งที่มีผลกระทบต่อสิ่งแวดล้อมต่ำ ใช้เส้นทางการขนส่งที่ประหยัดพลังงานเป็นต้น

5) ลดผลกระทบต่อสิ่งแวดล้อมที่เกิดขึ้นในช่วงการใช้งาน เช่น ใช้พลังงานต่ำปล่อยมลพิษต่ำระหว่างการใช้งาน เป็นต้น

6) มีความคุ้มค่าตลอดชีวิตการใช้งาน ทนทาน ซ่อมแซมดูแลรักษาง่าย7) มีระบบการจัดการหลังหมดอายุการใช้งานที่มีประสิทธิภาพสูงสุด เช่น การเก็บรวบรวมที่ก่อผลกระทบต่อสิ่งแวดล้อมต่ำ ออกแบบให้นำสินค้าหรือชิ้นส่วนกลับมาใช้ซ้ำได้ เป็นต้น
