ผู้โดยสารที่เดินทางผ่านประเทศไทยไปยังประเทศที่สาม (Transit) จะได้รับการยกเว้นจากประกาศสำนักงานการบินพลเรือนแห่งประเทศไทย เรื่อง แนวปฏิบัติสำหรับผู้ดำเนินการเดินอากาศที่ทำการบินมายังประเทศไทย ประกาศ ณ วันที่ 19 มีนาคม 2563 โดยต้องเข้าเงื่อนไข ดังนี้
1. เป็นผู้โดยสารต่างชาติที่เดินทางผ่านประเทศไทยไปยังประเทศที่สาม มีเวลาเปลี่ยนเครื่อง (Transit ในประเทศไทย) ไม่เกิน 24 ชั่วโมง
2. มีใบรับรองแพทย์ Fit to Fly
ผู้ที่เข้าเงื่อนไข สามารถใช้เอกสารคัดกรองก่อน Check-in เป็นใบรับรองแพทย์ Fit to Fly ใบเดียวเท่านั้น (ใบที่ยืนยันว่ามีสุขภาพเหมาะสมต่อการเดินทาง) โดยไม่ต้องมีใบรับรองแพทย์ที่ตรวจ COVID-19 และไม่ต้องมีกรมธรรม์ประกันภัย นอกจากนี้ เมื่อเดินทางมาถึงประเทศไทยแล้ว ผู้โดยสาร Transit ที่ได้รับการยกเว้นจะต้องอยู่ภายในพื้นที่ Transit และปฏิบัติตามมาตรการควบคุมโรคที่บังคับใช้ ณ ท่าอากาศยานที่ Transit ในประเทศไทยเท่านั้น
*การยกเว้นนี้มีผลบังคับใช้ทันที จนถึงวันที่ 31 มี.ค. 63 เวลา 23.59 น. (ตามเวลาในประเทศไทย)

------------------------------------------------------------------------ Special exemption for transit passengers through Thailand
In order to deal with the urgent need of transit passengers repatriating through Thailand to the third country, the Civil Aviation Authority of Thailand give special exemption to the Notification on Practical Guideline for Air Operators Performing Flights into the Kingdom of Thailand dated 19 March 2020 under the following conditions:
1. Being foreign passengers transiting Thailand to the third country with the transit time no more than 24 hours.
2. Having ‘’Fit to Fly’’ Health Certificate
Air operators are required to ensure, upon the check-in, that the above conditions have been met and consider the travel situation at the final airport of disembarking before issuing transiting boarding passes.
*The exemption is with immediate effect and will be effective only until 31 March 2020, 23.59 Thailand local time.
The exempted passengers will be required to be in the designated transit areas and strictly comply with the disease control measures applicable at the airport of transit.
