ภาคการเกษตรเป็นภาคการผลิตที่สำคัญของประเทศกำลังพัฒนาทั้งหลาย การพัฒนาภาคเกษตรให้สามารถพัฒนาการผลิต การขนส่งผลผลิตจนถึงการแปรรูปภายใต้การบริหารห่วงโซ่อุปทาน (Supply Chain) จะช่วยให้เกิดการเพิ่มมูลค่าของผลผลิตทางการเกษตร โดยเฉพาะอย่างยิ่งครัวเรือนในภาคการเกษตรที่จำเป็นต้องเข้าใจถึงบทบาทของห่วงโซ่อุปทานเหล่านี้
ขณะเดียวกันการพัฒนาทางด้านเทคโนโลยีสารสนเทศ (ICTs) ได้ช่วยเสริมให้การบริหารจัดการเรื่องยากให้ง่ายมากขึ้น ภาคการเกษตรซึ่งมีบทบาทหลักในฐานะต้นทางของวัตถุดิบและอยู่ในส่วนหนึ่งของกระบวนการการผลิตและแปรรูป ขณะที่ห่วงโซ่อุปทานเป็นระบบองค์รวมของการบริหารวัตถุดิบการขนส่งการแปรรูปและการนำออกสู่ตลาดที่ช่วยให้การผลิตเกิดประสิทธิภาพสูงสุด แต่สิ่งเหล่านี้จะเกิดขึ้นได้กับภาคการผลิตในระดับครัวเรือนโดยเฉพาะภาคการเกษตรได้อย่างไร นั่นเป็นคำถามของประเทศกำลังพัฒนาในการที่เข้าไปช่วยพัฒนาระบบเพื่อสนับสนุนให้ภาคครัวเรือนสามารถเข้าถึงระบบ ICTs ในด้านห่วงโซ่อุปทานและการผลิตภาคการเกษตร
LIRNEasia ซึ่งเป็นสถาบันวิชาการด้านโทรคมนาคมจากศรีลังกา ร่วมกับ Siam Intelligence Unit (SIU) และ สถาบันวิจัยเพื่อการพัฒนาประเทศไทย (TDRI) จึงร่วมกันจัดงานสัมมนาหัวข้อ “Towards Inclusive and Efficient Agriculture Supply Chains” ขึ้นในวันจันทร์ที่ 2 เมษายน 2555 เวลา 9.45 — 12.00 น. ณ ห้องประชุมกมลทิพย์ ชั้น 2 โรงแรมสยามซิตี้ มีการบรรยายโดยนักวิชาการจาก LIRNEasia และการเสนอผลการวิจัยโดย ดร.นิพนธ์ พัวพงศกร ประธานสถาบันวิจัยเพื่อการพัฒนาประเทศไทย (TDRI) และ ดร.เดือนเด่น นิคมบริรักษ์ สถาบันวิจัยเพื่อการพัฒนาประเทศไทย (TDRI)

10:10-10:10 Making agricultural more efficient and inclusive: Learnings from agriculture
supply chains from Bangladesh, India and Sri Lanka
6 Agriculture supply chains (jute & potato in Bangladesh; mango and
pomegranate in India; rubber & pineapple in Sri Lanka) were studied to
understand how smallholders could be better integrated into agricultural
value chains. Ways to reduce transaction costs for smallholders were
identified as well structural barriers that limit efficiency. The key learnings
from the studies will be shared.

10:20-10:30 More money from agriculture: Overcoming the Smallholder Quality Penalty
The majority of cultivated lands in developing economies are small farms.
Smallholders are generally less integrated into export oriented value chains,
or integrated at less favorable terms than large-holders. One obvious reason
is that they are resource constrained. Another is that they are too small to
participate. More often than not, smallholders face a financial penalty or a
discount on the market price imposed on the smallholder by the buyer of
his produce to offset the perceived substandard quality of the produce.
This Smallholder Quality Penalty (SQV) makes markets and the sector as
a whole less efficient. This presentation outlines possible ways to overcome
the penalty and also make agricultural value chains more inclusive and
efficient, possibly through the use of ICTs.
