Bangkok--14 Nov--DTAC
In November 1996, Thailand wanted more competition and Total Access Communication Plc, who had exclusive right to use 1800 returned 25 MHz frequency to the owner of the spectrum CAT. AIS has never returned any extra spectrum to TOT, despite that they have full monopoly on right to use 900-frequency.
CAT then issued a concession for two new mobile operators — WCS and DPC and Total Access Communication entered into a domestic roaming agreement with DPC. Under the agreement, DPC would roam on Total Access nationwide network and DPC would compensate Total Access for this through a fixed fee and actual usage fee.
After AIS bought DPC, AIS have stopped paying the fixed roaming fee to Total Access Communication, without terminating the contract.
This dispute is now in arbitration. According to AIS’ latest financial report, they owe Total Access Communication approximately 4,739 million baht.
