Bangkok--20 Nov--Ratchaburi Electricity Ratchaburi Electricity Generating Holding PCL. (RATCH), a leading independent power producer, announces the resolution No.11/2007 of the Board of Directors meeting on November 19, 2007 that the Company is prepared to invest 40% in the Hongsa Power Plant project in Lao People’s Democratic Republic. Mr. Narong Sitasuwan, Managing Director of Ratchaburi Electricity Generating Holding PCL., reveals that the Board of Directors has approved to invest in Hongsa Thermal Power Plant project in Laos by signing the Joint Development Agreement (JDA) with the other two major investors. The Company will hold a 40% stake jointly with Banpu Power Company Limited (Banpu Power) holding 40% and the Laos government owning 20%. Meanwhile, the major investors of the Coal Mining project are composed of RATCH who will hold a 37.5% stake, Banpu 37.5% and the Laos Government 25%. However, in case that a Chinese investor would be interested to invest in the project, accordingly the Company’s shareholding proportion would be diluted to 30% and 28.125% orderly. The Hongsa Power Plant has a total capacity of 1,653 megawatts which 1,470 megawatts will be distributed to Thailand. The project’s site is located in Hongsa province, Laos which is 35 km. away from the border of Nan province. It requires a capital investment of US$2.6 billion. Currently, the Power Purchase Agreement (PPA) is negotiated with Electricity Generating Authority of Thailand. The Commercial Operation Date (COD) is expected to start in 2013. Mr. Narong adds that the Company will achieve the full right in this joint development project after the Laos government approves its partnership. In addition, the Company will pay the Joint Development Right fee of US$ 10-16 million to Banpu Power. Nevertheless, the Company has readily prepared the project finance which the Company’s internal cash will be part of the source of fund. According to the shareholding proportion, the investment in this project will increase the capacity of 661 megawatts and will be the fourth venture in Laos. Previously, the Company has invested 25% in Nam Ngum 2 Hydro Power Plant, 25% in Nam Ngum 3 Hydro Power Plant, and 25% of Xe Pain-Xe Nam Noi Hydro Power Plant.Company’s Information Ratchaburi Electricity Generating Holding Public Company Limited is a leading independent power producer in the Thailand, deriving from its investment in many power plant projects both in domestic and international.
