EGAT Confirms Clear Power Purchase

Bangkok--10 Nov--EGAT Deputy Governor Apichart Dilogsopon, EGAT Deputy Governor to the Office of the Governor revealed that this morning there was a group of people from Saraburi Province gathering in front of EGAT headquarter in Nonthaburi Province. They were protesting against the IPP power project at Saraburi and asking for the truth about purchasing electricity from the IPPs and SPPs. In this matter, Mr. Pramote confirmed that EGAT had followed the Ministry of Energy’s policy which stated that EGAT must purchase 4,400 MW of electricity from the IPPs during 2010-2014. Besides, the process of purchasing was in accordance with the agreement of the National Energy Policy Office (NEPO) on June 4, 2007. The Sub-Committee was set up to evaluate and select the purchase proposals. The Sub-Committee consists of delegates from several governmental offices and has Energy Policy and Planning Office (EPPO) as its President. EGAT acts as a technical consult to the Sub-Committee only. The EGAT Deputy Governor also said that currently only 4 IPPs were selected including two coal power plants and two natural gas power plants. Three of these plants had been signed their contracts with EGAT. Among them is GHECO-One Co., Ltd which locates in Map Ta Phut Industrial Estate, Rayong Province. The project’s EIA Report has been approved in May 2008. The other two projects are of Siam Energy Co., Ltd. And Power Generation Supply which locate at Bang Kla District, Chachoengsao Province and Nong Sang District, Saraburi Province respectively. However, the last two projects’s EIA Reports are in the process of approval therefore their contracts are still ineffective. For the fourth power project , EGAT has not signed the contract with National Power Supply Co., Ltd.. Apichart also confirmed that power purchases made by EGAT have seriously followed the NEOP. All the contract documents have been inspected by the Office of the Attorney General. Furthermore, EGAT has revealed all the purchase contracts to the public according to the Disclosure of Official Information Act, B. E. 2540 (1997).
