เนื่องในโอกาสที่ นาย Carlos Agostino do Rosario ได้รับการแต่งตั้งเป็นนายกรัฐมนตรีของสาธารณรัฐโมซัมบิก และนาย Oldemio Baloi ได้รับการแต่งตั้งเป็นรัฐมนตรีว่าการกระทรวงการต่างประเทศ นั้น พลเอก ประยุทธ์ จันทร์โอชา นายกรัฐมนตรี และพลเอก ธนะศักดิ์ ปฏิมาประกร รองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงการต่างประเทศ ได้มีสารแสดงความยินดีถึงนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงการต่างประเทศสาธารณรัฐโมซัมบิก ดังนี้

On behalf of the Government and the people of the Kingdom of Thailand, I have the honour to extend to Your Excellency my sincere congratulations and best wishes on your appointment as Prime Minister of the Republic of Mozambique.
Your active role as former Ambassador of Mozambique to Thailand in the past years has with no doubt, played an integral part in strengthening the ties of friendship and cooperation between our two countries. With Your Excellency’s extensive experience and able leadership, I am certain that close relations between The Kingdom of Thailand and the Republic of Mozambique will continue to flourish. I wish to take this opportunity to express to Your Excellency my readiness to work closely with you to promote our mutual interest for the benefit of our two countries and peoples.
