Bangkok--8 Jul--Centre for Asia Pacific Aviation The Draft Report of the Australian government-commissioned, independent Climate Change Review was released. The Draft does not make recommendations, but clearly advocates establishing an emissions trading system by 2010. It advocates the full auctioning of emissions permits and the return of all revenue to households and business. Transport — including aviation - is explicitly to be included in this process. [click here for the full report] Key points: Australian Review Draft Report advocates an emissions trading system, introduced unilaterally, to commence in 2010;No exemptions — “better to have a clean carbon tax than a deeply compromised emission trading scheme”; ETS to cover aviation, but as fall-back position where other governments do no follow suit, a tax on fuel in the country of uplift; Final report due in September; meanwhile, government Green Paper to be issued later this month.
