Ratchaburi Electricity Generating Holding PCL. (RATCH) reports that the Company and other two project developers from Korea have signed the Project Development Agreement (PDA) for a 390-MW Xe-Pian Xe-Namnoy’s Hydro Power Plant project in Lao PDR with the government of Lao PDR.
Mr. Noppol Milintanggoon, the Managing Director of Ratchaburi Elecrtricity Generating Holding Public Company Limited revealed that the Company (holding a 25% stake) together with SK Engineering & Construction Co, Ltd. (26% stake) and Korean Western Power Co., Ltd. (25% stake) as the Project Developer Group has signed the Project Development Agreement (PDA) for a 390-MW Xe Pian Xe Namnoy’s Hydro Power Plant project with the Lao Government (24% stake) on November 14, 2008 in order to develop the project in accordance with the right that Project Developer Group has received from the government of Lao PDR. In addition, Xe-Pian Xe-Namnoy Hydro’s Power Plant has a total installed capacity of 390 MW, located in Attopeu and Champassak provinces in southern region of Lao PDR. The project cost is approximately USD 830 Million. Initially, the Company holds 25% stake or 97.5 MW in capacity proportion.
Therefore, the signing of Xe-Pian Xe-Namnoy’s Project Development Agreement has taken after the feasibility study is completed as well as the project’s Environmental and Social Impact Assessment. For the next preparation in project development, these processes comprise of Concession Agreement with Lao PDR., the Power Purchase Agreement (PPA) with Electricity Generating Authority of Thailand and Electricite De Laos, the Shareholder Agreement and the Loan Negotiation.
