ตามที่นาย Narayan Kaji Shrestha ได้รับแต่งตั้งให้ดำรงตำแหน่งรองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงการต่างประเทศเนปาลคนใหม่ ในการนี้ นายสุรพงษ์ โตวิจักษณ์ชัยกุล รัฐมนตรีว่าการกระทรวงการต่างประเทศได้ส่งข้อความสารแสดงความยินดี ดังนี้
