ตามที่เมื่อวันที่ 3 เมษายน 2560 ได้เกิดเหตุระเบิดในขบวนรถไฟใต้ดินที่สถานี Sennaya Ploshchad และสถานี Technological Institute นครเซนต์ปีเตอร์สเบิร์ก สหพันธรัฐรัสเซีย นั้น
พลเอกประยุทธ์ จันทร์โอชา นายกรัฐมนตรี และนายดอน ปรมัตถ์วินัย รัฐมนตรีว่าการกระทรวงการต่างประเทศ ได้มีข้อความสารแสดงความเสียใจถึงนายดมิทรี เมดเวเดฟ นายกรัฐมนตรีสหพันธรัฐรัสเซีย และนายเซอร์เกย์ ลาฟรอฟ รัฐมนตรีว่าการกระทรวงการต่างประเทศสหพันธรัฐรัสเซีย ตามลำดับ โดยมีรายละเอียดดังนี้

On behalf of the Royal Thai Government and the people of the Kingdom of Thailand, I wish to convey our deepest sympathies to Your Excellency and, through you, to the families of the innocent people who lost their lives, as well as those who were injured in the horrific attack on the St. Petersburg metro system on 3 April. Our thoughts and prayers are with the people of Russia during this time of bereavement.
Thailand, as a friend of Russia, condemns this senseless and horrific act of violence and reaffirms her commitment to cooperating with Russia and the international community to fight against violence and acts of terror in all its manifestations and to prevent this kind of intolerable act to happen again.

I was shocked and saddened to learn of the explosion in the St. Petersburg metro on 3 April, which resulted in the deaths of innocent people as well as the injuries inflicted on many others.
Thailand, as a friend of Russia, joins with Russia and the international community in condemning this heinous act of violence. The Royal Thai Government supports the Russian Government in the efforts to fight against all forms of violence. I wish to express my deep condolences to Your Excellency and, through you, to the families of those who lost their lives and who were injured. We stand in solidarity with Russia and her people during this difficult time.
