ตามที่เครื่องบินโดยสารสายการบิน Tatarstan Airlines ประสบอุบัติเหตุตกที่เมืองคาซาน สาธารณรัฐตาตาร์สถานในสหพันธรัฐรัสเซีย เมื่อวันที่ ๑๗ พฤศจิกายน ๒๕๕๖ ที่ผ่านมา ส่งผลให้มีผู้เสียชีวิต ๕๐ คน รวมถึงบุตรชายของนาย Rustam Minnikhanov ประธานาธิบดีตาตาร์สถานนั้น นายสุรพงษ์ โตวิจักษณ์ชัยกุล รองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงการต่างประเทศ ได้มีข้อความสารแสดงความเสียใจถึงนาย Sergey Lavrov รัฐมนตรีว่าการกระทรวงการต่างประเทศรัสเซีย ดังนี้
I am deeply saddened to learn of the plane crash in the city of Kazan on 17 November 2013, which claimed the lives of 50 passengers and crew, including the eldest son of President Rustam Minnikhanov of the Russian Republic of Tatarstan.
On behalf of the Government and people of Thailand, I would like to convey to Your Excellency and, through you, to the families of the victims, our profoundest condolences and sympathy. Our thoughts are with you during this time of mourning.
