ในโอกาสการที่เจ้าผู้ครองรัฐคูเวตมีพระบรมราชโองการฯ แต่งตั้งคณะรัฐมนตรีคูเวต ชุดใหม่ ซึ่งนายกรัฐมนตรี และรองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงการต่างประเทศของคูเวตได้รับแต่งตั้งให้ดำรงตำแหน่งอีกครั้งหนึ่งนั้น นางสาวยิ่งลักษณ์ ชินวัตร นายกรัฐมนตรี และนายสุรพงษ์ โตวิจักษณ์ชัยกุล รองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงการต่างประเทศ มีสารแสดงความยินดี ดังนี้
