ตามที่พายุไต้ฝุ่นกฤษณา (Ketsana) ได้พัดเข้าสู่ประเทศฟิลิปปินส์ เมื่อช่วงเวลาประมาณ 02.00 น. ของวันที่ 26 กันยายน 2552 ซึ่งมีผลทำให้กรุงมะนิลาและ 25 จังหวัดของเกาะลูซอน บริเวณภาคกลางของฟิลิปปินส์ ได้รับผลกระทบจากฝนตกหนักและน้ำท่วมฉับพลัน ทำให้มีผู้เสียชีวิต สูญหายและทรัพย์สินเสียหายจำนวนมาก และมีประชาชนกว่า 400,000 คน ได้รับผลกระทบและไร้ที่พักอาศัย ทั้งนี้ สถานเอกอัครราชทูต ณ กรุงมะนิลา รายงานว่า พายุไต้ฝุ่นครั้งนี้ทำให้เกิดอุทกภัยที่รุนแรงที่สุดในฟิลิปปินส์ในรอบกว่า 40 ปี
สถานเอกอัครราชทูต ณ กรุงมะนิลา ได้รายงานว่า จากการประสานกับทางการฟิลิปปินส์และกับคนไทยที่พำนักอยู่ในฟิลิปปินส์ ซึ่งมีอยู่ประมาณ 450 คน (โดยในจำนวนนี้ เป็นนักศึกษาประมาณ 100 คน ที่เหลือเป็นพนักงานบริษัทของไทย และข้าราชการสถานเอกอัครราชทูตและครอบครัว) ทุกคนปลอดภัยและไม่ได้รับผลกระทบจากภัยพิบัติครั้งนี้และสายการบินไทยสามารถทำการบินได้ตามปกติ
นายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงการต่างประเทศได้มีสารถึงประธานาธิบดี และรัฐมนตรีว่าการกระทรวงการต่างประเทศฟิลิปปินส์ แสดงความเสียใจต่อเหตุภัยพิบัติที่เกิดขึ้นในครั้งนี้แล้ว

I was deeply saddened to learn of the loss of life, missing people and casualties caused by the powerful typhoon Ketsana, which also led to extensive property damage in Manila and other provinces in the Philippines on 26 September 2009.
On behalf of the Government and people of Thailand, I wish to extend my heartfelt sympathy and condolences to you and to the bereaved families of the victims of this tragic disaster, and hope for the speedy recovery of the injured. I am confident that, under your strong leadership, the rehabilitation and reconstruction efforts will be carried out effectively.
